The face cards and 10s and 9s feature the characters, with different poses in each suit. The Aces each feature a different character. 3-8 feature the same images on each suit. And the 2 features Two Face's coin alternating between the "good" side and the "bad" side. The Jokers, get this, feature The Riddler. Who heard, "Let's make the Joker card feature The Riddler," and didn't think, What are you CRAZY? It's got to feature The Joker!" Maybe the Joker wasn't in "Batman Forever," but I think he would get a bye on that, and be on the Joker card anyway!
